Formerly a mining town, New Vellarton now serves as a safe haven for people with powers. It is largely unknown to the general population of Toltova partly due to its small population but also due to the fact that the original mining town has been abandoned for decades and largely forgotten.

The people of New Vellarton are trying to stay secluded from the rest of Toltova as the town must stay secret if it is to stay safe. As such, few people are allowed to contact people living outside of New Vellarton and if someone wants to leave it needs to planned thoroughly.

Originally, New Vellarton was a mining town with a different name. The town was always very secluded which sometimes made getting in and out a bit difficult, but the mining business thrived there which meant that there was a lot of opportunities for people to come and make money.
However, the mines eventually started to run dry. When this happened, people began to leave one by one for better areas. Eventually, the town was abandoned completely and gradually became forgotten by the general population to the point where it was no longer placed on maps.
Several decades later, some fugitives were forced to leave their homes after their tiny village of Vellarton had been raided by the Patrol. Vellarton had originally been established by those with powers trying to evade the Patrol. When the Patrol raided Old Vellarton, they burned everything to the ground and spared no one. The only survivors, Frank Lendun, Audrey Everna, and Eli Gavriel only survived because they happened to be out of town when the raid took place. The three set out hoping to find a new place where they could be safe. Along the way they picked up Alexis Vargold and Gerard Starfast who recently escaped the Patrol's clutches. The five of them would eventually stumble across the abandoned mining town and repopulate the town, renaming it to New Vellarton to honour the old town that had been destroyed. Over the years, Audrey, Eli, and Frank would collect new people to come and live with them while Gerard and Alexis stayed back working as healers.
