Populace
It's citizens are quite happy, and they have good enough relations with Stanzgar, but several of the smaller countries do not trust them at all.
Most governments in the Unity pact are on neutral terms, if not good terms, but they are not particularly trusted.
Mostly agrarian with bustling cities, the government stays out of civilians lives except to collect tax every five years.

History
The Imperial Legions of the north are the military holdouts from the Grand Empire that fled north fighing against the undead, rebels, and worst of all the Atlanians who had formed the back bone of the Emperors shock troops. They spent the centuries after the fall of the empire reinforcing and rebuilding their strength preparing for an assult from the Atlanians that never came. Their isolation would have continued until Talara attacked the auxiliary nations under the Legions protection, and the elite Black Legion was called up from North Gate to crush the Talaran attackers. Stanzgar would step in and force a ceasefire for Talara. The Imperial Legions of the North find an attack on Stanzgar to be a fools errand and shortly after the Treaty of Unity was created they pettitioned to join the union and strengthen the coalition of powers solidifing the peace along with Stanzgar, Atlania, and Nmeria
