Overview
The Hyrulean High Court Council
The Council
The Hyrulean High Court Council is the second highest power in the Kingdom of Hyrule, second only to Zelda, although the lines often get blurred. The Council consists of 10 judges who act as the throne's check and balance and has the power to propose, reject, and approve new laws. They are also the highest court of law in the land, and cases of utmost importance, such as high treason and international cases.
Hierarchy
Members of The Council are the highest and most esteemed judges of the of the land and are picked solely from the nobility, namely the Honorable 24. The judgeship is a lifetime term, and when one dies or is too infirm to hold the position, the other judges vote in a replacement with Princess Zelda's approval, usually the son of the previous member.
All members are also the highest judges of their district, known as a circuit, which makes up a section of the kingdom.
The current members (as of 10 E.C.) are His Honorable Lord:

Purpose
The Council's biggest obstacle is Princess Zelda. She still holds executive power over the kingdom, and she often uses a combination of her powers of persuasion, compromise, and authoritative fiat to block or change The Council's more regressive policies.
The Council was formed to limit the power of the throne by acting as a legislative body. It's supposed to protect the interests of all the people in the kingdom, but it generally favors policies that will protect the nobility.
On paper, the The Council is supposed to be driven to protect the people from an absolute monarchy, but as it were, the monarchy often has to work hard to protect the (most vulnerable of) people from The Council.

All judges are required to wear special purple and white robes with draped sleeves, as well as champion blue scarves adorned with Hyrule's crest in gold.
